If fusion is really something which will eventually transition from science (physics) to application (engineering) then engineers should  be part of the decision making process on the next-step option. Engineers should not be disenfranchised.

From this perspective it would be highly desirable to included engineer(s) amongst the group of "decision makers", ideally with the following characteristics:

Although non-technical factors will no doubt play a significant role in the decision making process, the engineering and scientific community must strive to maintain a sound technical basis as its first priority.

Perhaps an outcome from Snowmass could be a recommendation concerning the population of the "decision maker" group, not by name but by interests to be represented.
