Third-ion-to-electron density ratio

or scaling factor (see comments).

This defines the third ion density only when RADIAL_PROFILE_METHOD=1,5.
However, if RADIAL_PROFILE_METHOD=3, NI_OVER_NE_3 acts as a scaling factor for the experimental profile. Setting it to zero will inhibit inclusion of the third ion.
The user is in charge of enforcing charge neutrality:

$n_e = \sum_{\sigma \ge 1} z_\sigma n_\sigma .$

If this condition is not satisfied the code will simply inform the user of a charge imbalance in the input parameters.
